According to the trend of oil upgrading and development as well as the requirements of environmental protection and emission reduction, the state requires that the low emission gasoline and diesel standards be enforced in China by years. First, the national gasoline will be fully replaced with the national III gasoline from January 2010, and then the national III diesel for vehicles will be fully replaced from July 1, 2011 (GB 19147-2009). After entering 2011, Sinopec immediately began to make preliminary research and preparation for the comprehensive replacement of national III diesel fuel for vehicles in July to ensure that the upgrading and replacement of diesel fuel began in May.
According to the requirements of the relevant national standards and considering the wide range of diesel oil use, it is required that the national diesel oil in the field of vehicle use first meet the national III standard in July 2011, and the transition period for the use of diesel oil in other fields is lower than the national III standard until June 30, 2013. At present, Sinopec Research Institute is responsible for revising the national standard of light diesel oil used in other fields (GB252-2000) into "General Diesel Oil", which has been submitted to the National Standards Committee. According to this requirement, after July 1, 2011, the diesel sold on the market will be divided into two categories, one is the national III standard diesel for vehicles; Another type of GB252-2000 light diesel oil, if the standard of General Diesel Oil is approved, the new standard will be implemented.
According to Sinopec insiders: "After the implementation of the diesel quality upgrading requirements, Sinopec Sales Company will carry out classified sales of diesel from July, and the headquarters has made several business principles and suggestions for this, and is still doing the preliminary specific implementation research work. The headquarters instructed that, first of all, diesel sales in some cities are not classified, such as Beijing, Shanghai, Guangzhou and Shenzhen, which have implemented the national IV standard, and municipalities directly under the Central Government such as Tianjin and the Special Zone (Zhuhai, Qingdao) and other cities, as well as joint ventures in Fujian and Hainan, are not sold separately. Secondly, in the provinces and cities where the classification is implemented, the transformation and construction of warehouses and tanks should be accelerated, and the transportation facilities should be implemented to ensure that the replacement starts on May 1, 2011; In addition, Sinopec headquarter gives priority to the sales of automotive diesel: first retail, second direct sales, then wholesale; Retail is mainly based on diesel fuel, while direct sales are mainly based on ordinary diesel fuel, taking into account both diesel fuel and diesel fuel. "
It is understood that at present, there are not many markets that have received the requirements of this preliminary research work, and individual markets have only heard about this. However, PetroChina said that it had not heard some news about the promotion and implementation of national III diesel fuel. As for the diesel classified sales mentioned, some market participants questioned the feasibility of the implementation. A person from a sales company of Northeast China Petroleum said: "At present, we have not received some documents from the headquarters or local government on the implementation of the national III diesel. If the diesel is required to be sold by classification in the later stage, the actual operation will be difficult, which requires sufficient oil depot capacity and a considerable number of oil tanks, and many local sales companies do not have this condition at all." Some Sinopec provincial sales companies also expressed the same doubts to C1.
It is observed that Sinopec Refinery has prepared for the upgrading of diesel oil, and the oil supply is expected to be no problem. By the end of 2010, Sinopec had built or renovated nearly 40 sets of gasoline and diesel hydrotreating, wax oil hydrotreating and other units, and completed more than 120 supporting projects. In addition, some refineries of Sinopec have revealed that they have been notified that they are required to completely replace the production country III diesel oil from May. However, some refineries represented by Maoming Petrochemical said that from May, only part of the diesel oil in the refineries will replace the national III standard, while some of the output will still be the national II standard.
In addition, it is understood that after the implementation of diesel classified sales, Sinopec suggests that there is no price difference between Chechai and Puchai. If there is a price difference, it is suggested that it should not be more than 0.05 yuan/liter (about 60 yuan/ton). C1 analysis shows that this move is intended to protect and accelerate the promotion of national III diesel, and win the timeliness of replacing national III diesel as soon as possible with price advantage. In fact, the current market of Guangdong is the coexistence of national III diesel and national II diesel, but its sales price is almost the same, and the national standard diesel that Beijing mainly sells to other countries is also the national III standard, but the sales price is based on the diesel price of the surrounding national II standard.
According to analysis, after entering the "12th Five-Year Plan", the Ministry of Environmental Protection of the People's Republic of China will launch the assessment of urban nitrogen oxide emission reduction, and motor vehicles will undertake the task of emission reduction according to the pollution sharing rate. In order to achieve the low carbon emission reduction target promised by the country in 2020, the implementation and promotion of national III diesel is imperative. With the cooperation of the two major oil companies, it is expected that domestic automotive diesel will be transformed from May.
The national standard of the People's Republic of China, GB19147-2009 Automotive Diesel Oil, was implemented on January 1, 2010. The automotive products to which this standard belongs are applicable to compression ignition diesel engines. The sulfur content is required to be no more than 350 ppm, and the cetane number is not less than 49. Common diesel oil is mainly used for compression-ignition engines such as tractors, diesel locomotives, construction machinery, ships and generator sets. The main technical requirement of this standard is that the sulfur content is not more than 2000 ppm, but the transition period of this standard is 350 ppm after June 30, 2013, and the cetane number is not less than 45, that is, the difference between diesel and ordinary diesel after July 1, 2013 is mainly in the cetane number.
